Gilbert Faces Steep Utility Rate Hikes in Spring

Next spring, Gilbert residents can expect a significant increase in their utility bills as the town considers substantial rate hikes for water, solid waste, and recycling services. The most notable proposal suggests a staggering 134% hike in water rates, reflecting the town's response to multiple challenges.

At a recent Town Council meeting, Eric Braun, the assistant public works director, outlined the driving factors behind the proposed increases. Pressures on water resources, escalating construction costs for the capital improvement plan, and new projects from the Water Master Plan contribute to the need for additional revenue.

Gilbert, like other cities in the Valley, grapples with rising costs. The cost of raw water has surged by 66% in six years due to overuse and the impact of the ongoing drought on the Colorado River. The town relies on the Central Arizona Project for 41% of its sustainable water supply, and as this source diminishes, the town faces the challenge of finding alternative water sources.

To address these issues, Gilbert is accelerating a 10-year plan into two years, particularly focusing on the wells program. This accelerated plan has substantial effects on the capital improvement plan and budget. Braun emphasized the importance of setting aside funds for the Water Replacement Fund to avoid annual rate adjustments, citing the need for significant investments in replacing aging water pipes.

The construction market's volatility further compounds the town's challenges, with a 55% increase in costs over the last three years. Braun highlighted the inflation's impact on projects like the North Water Treatment Plant, where estimated costs have risen significantly.

The Town Council is considering two primary water rate options. The first involves an immediate 130% rate increase, followed by no increase for the following year, collecting cash for identified projects. The second, a cash and bond gradual funding option, proposes a compounding rate increase of 134%, with 50% immediately and additional increments in the following years.

The citizens Public Works Advisory Board recommends the cash/bond gradual funding option, emphasizing its lower upfront cost and capacity for future budget needs. However, concerns about residents' ability to pay prompt the board to recommend further research into financial assistance or utility-bill relief.

In addition to water rates, the town is also contemplating an average $8.50 per month increase in solid waste and recycling rates for residential customers, with a 25% across-the-board increase for commercial customers.

The proposed timeline indicates that the Town Council will issue a Notice of Intent to raise rates on November 28, with utility bill notifications sent in December. A public hearing is scheduled for February 6, 2024, and if approved, the new rates will take effect on April 1, 2024.

Social Media Recruitment: Gilbert and Mesa Teens Nabbed in Southern Arizona Smuggling Operation

In a recent incident in southern Arizona, two teenagers, Eli LaClaire from Mesa and Landon Vert from Gilbert, were arrested for attempting to smuggle five illegal immigrants.

The Cochise County Sheriff's Office confirmed that both the driver, LaClaire, and his passenger, Vert, were apprehended and might face human smuggling charges. The migrants found in their truck were handed over to the U.S. Border Patrol.

This occurrence underscores a growing trend of cartels recruiting U.S. teens via social media for illegal immigration activities. The timeline for formal charges against the teens remains uncertain.
